Abstract(in English) The main mission of Quasi-Zenith Satellite System (QZSS) is high accurate positioning system. After the great east Japan earthquake on March 11, 2011, an additional mission of QZSS has been discussed and a location / short message satellite communication system is proposed which is effective for the large scale disaster relief. In this report, the outline of proposed location / short message communication system via QZSS is described and link budget of return link (from terminals on the earth to the QZSS) is discussed.
