Abstract(in English) After the 2011 off the Pacific coast of Tohoku Earthquake, many projects for smart city have operations in various areas including affected area. In June 2011, at the first meeting of SWIM society, IP A/SEC show the keynote of the project for the reliability of integrated software .In the meeting, they pointed out 2 matters in question how difficult we get safety and reliability in smart community. In this report, with reference to the above meeting lecture, I would like to propose the creation for smart society as integrated society and continuous evolving model for conceptual model. Specifically, I would like to propose the optimization of smart society, the staging of smart project and the conception of standardization of development.
