Abstract(in English) Recently, efficient spectrum sharing among multiple wireless systems in 2.4GHz/5GHz ISM bands are attracting attention. In such a spectrum sharing scenario, coexisting wireless systems may give some influence on their behavior and performance each other, and it would bring the degradation of the communication quality. To avoid this problem, it is necessary to allocate radio resources among systems/users in a fair manner. This paper first tries to marshal this radio resources allocation problem in a spectrum sharing scenario on the basis of discussions done in some areas such as political philosophy, economics, and game theory. Next, it proposes the way of resource allocation considering not only priority information based on quality of service (QoS) but also quality of experience (QoE) or public morals. Finally, it discusses a basic concept to achieve efficient and fair spectrum sharing.
