Abstract(in English) In order to realize natural video communication services, it is necessary to shorten delay on video encoding. To realize an ultra low delay video codec whose delay is less or equal than 10msec, we are focused on shortening delay by subdividing the processing units to perform encoding. In this paper we propose a 2-pass algorithm processed in every some macroblock lines. By computer simulations, we confirm our proposed algorithm is able to improve image quality at the same bitrate even if encode processes are subdivided.
