Abstract(in English) We have determined how to suppress the expansion of routing table size of routers that form the Internet. Original ID/locator separation splits the functionalities of the IP address into ID and locator, in which the ID identifies the end point of a circuit, while the locator indicates the direction of IP packet transfer. The current Internet user interface remains unchanged, i.e. our idea ensures communication between IP nodes (hosts), those connecting to the current Internet and those to any future Internet. Carriers build ISP networks, which are virtual networks made of VPN tunnels, as networks that overlay their networks. Access networks and/or sites managed by ISPs, spatial neighbors, are divided into one or more regions. ISPs collect IP packets that end users send through access networks, transfer the IP packets inside a region, or among regions, across VPN tunnels provided by the carriers. ISPs utilize the network functions offered by carriers, to set and release VPN tunnels.
