Abstract(in English) APAN is an Asia-based consortium established in 1997, and has worked to develop & deploy the global R&E Networks, with the help of EC's developing project as well as the leading contribution of a US government NSF (National Science Foundation). The member of APAN should represent the R&E network projects of the Nation or the equivalent economy, and thus our governments jointly established APAN-JP Consortium, including the non-government R&E network WIDE project. This paper describes APAN position & the role, and tries to clarify the challenges for the policy as well as the technical engineering.
