Abstract(in English) We have proposed a concept, C3E2 (Cognition, Coordination and Cooperation for Economically Efficient resource-usage) for Pareto optimality in future networks such as New Generation Networks. Advances of network usage could bring broad characteristics of traffic patterns, applications, networks as well as those of individual user utilities and network utilities. In order to achieve Pareto optimality, it is necessary to efficiently use network resources with avoiding selfish/greedy usages that result in unbalanced and poor resource utilization. Therefore, it is necessary to develop some mechanisms that appropriately organize and control network resource elements both to meet various user requirements such as power-saving, throughput, link speed and connectivity and to fit various kinds of mobility. The C3E2 concept and some approaches of network control based on the concept are here discussed.
