Basic Survey for Evaluation of Closed Captions of Live TV programs

Abstract(in English) Closed captioning for TV programs has been one of the important measures to ensure the equal information accessibility for the hearing impaired people. According to the guidelines announced by the Ministry of Internal Affairs and Communications, closed captioning should be done to most of live TV programs, however, in reality, some of the emergency TV programs were broadcast without closed captions in the aftermath of the Great East Japan Earthquake. We have conducted basic survey on how accurate real-time closed captions of live TV programs are, in terms of the number of characters, summarization rate, speed as well as retention rate of the content of the programs.
