| 抄録(和) | クラウド・コンピューティングの技術進歩により,ITシステム利用の柔軟性や拡張性,効率性が改善されつつある.しかし,クラウド・サービスの普及拡大においては,セキュリティ対策についての利用者の不安があり,利用拡大の阻害要因ともなっている.この背景には,クラウド・サービスにおけるセキュリティ対策の情報の非対称性により,アクターのインセンティブが規定されると想定される.本稿では,米国における政府機関における取り組みと民間における取り組みを比較し,それぞれの関連アクターがどのような社会的コストの負担のインセンティブを有するかを考察する.比較の結果から,クラウド・サービスのセキュリティ対策の社会的コスト負担は,情報を保有する側が分担することか望ましいという可能性を指摘した. |
| 抄録(英) | Owing to the development of cloud computing technologies, usability of IT system is improved in terms of flexibility, scalability and efficiency. The security issue of cloud service, however, is one of the impediments to expand the market. Behind this security issue, there is "asymmetric information" among related actors and their incentives are determined by the asymmetry. This paper examines the U.S. cloud service security measures and compares the incentive structure between governmental initiative case and private one. The result of comparison implies that those who have more information should share the social cost to improve cloud service security for minimizing the cost and maximizing the benefit. |
