Abstract(in English) March 11, 2011, a huge M9.0 earthquake and tsunami has hit northeast Japan. Many sites in Japan including several nuclear power plants suffered heavy damage. There were quite a few network devices that lost their functionality due to physical destruction and/or power outage. Consequently, it caused critical failure of the Internet especially in northeast Japan. In this paper, we conduct a feasibility study to utilize a large-scale darknet for the Internet alive monitoring in order to support a quick disaster recovery.
