Abstract(in English) The concept of inclusive environment for information activities is discussed from both sides of generating massages and accessing messages. Although the concept of information access is one of widely recognized issues in discussing the information society, activities of information production are equally important for guaranteeing and improving communication accessibility. In this report, we try to illustrate information world built with ICT (Information and Communication Technologies) with the use of both human and non-human (technological device) elements. We point out issues to be discussed in realizing inclusive information environment from the viewpoints of persons, technologies and society. An idea behind of the inclusiveness is that: generating and accessing messages are strongly connected to each other; and activities of individuals with technical devices for communication are crucial for inclusive environment.
