| 抄録(和) | 放送アーカイブの構築は,「e-Japan戦略II」の先導的取り組みで取り上げられた重要な施策である.この放送アーカイブは,放送事業者により制作・著作された放送番組が対象となっている.ここで,放送番組のコンテンツの構造は,テキストと映像(動画と静止画)からなっている.そのメディアミックス型コンテンツをアーカイブしインターネット配信する対象が放送コンテンツとよぶものになろう.ところが,その取組みは,十分に履行されている状況にあるとはいえない.その要因に,放送コンテンツのインターネット配信をすすめるうえの著作権とプライバシーの問題がある.もうひとつの課題として,倫理的な問題がある.本稿は,まず教育に関するコンテンツに焦点をあてて,放送コンテンツの形態を想定する.そして,その放送コンテンツのインターネット配信に関する倫理的な問題を放送倫理などと情報法制との関係から分析する.さらに,放送コンテンツの制作・著作システムの開発事例を紹介し,著作権とプライバシーの問題および倫理的な問題との連携による合理的な対応について検討する. |
| 抄録(英) | Construction of broadcast archive is an important enforcement of policy which was taken up in the leading approach of "e-Japan Strategy II". In this broadcast archive, broadcast programs which are authored and produced by broadcasting companies are intended. Here, the structure of broadcast programs is consisted of texts and images including both motion pictures and still images. The entity is to be called broadcast contents. However, those functions cannot be said to be sufficiently implemented. As the cause of the present situation, in relation to the distribution of broadcast contents through the Internet, there are issues of copyrights and privacy. As another challenge, there are ethical issues. This paper focuses on learning objects to assume broadcast contents' form. And analyze the ethical issues concerning with the broadcast contents in relation to the broadcast ethics and the information law. In addition, examples of system development for authored and produced broadcast contents will be introduced and consider the reasonable correspondence for the present issues in combination with the issues of copyrights and privacy as well as the ethical issues. |
