Abstract(in English) In the technique to measure the charging phenomenon that communicates (It is represented in a Quasi electrostatic field.) by the use of movable bodies such as human bodies and vehicles or is caused to it, it is necessary, and indispensable to obtain the steady potential. However, it was necessary to request reference from an external space because it was difficult to obtain the fixed ground. It was unstable factor of the signal for the communication and the sensing in a mobile environment. In the body such as cars, in addition, it was a huge electrode, and the reference electrode on the body turned from the body the signal and was crowded, the communication was difficult. Then, because we develop the Virtual Ground generation method named "SMART REFERENCE" using a Quasi electrostatic, multipole structure of electrodes of the scale below wavelength, and confirmed the principle by the experimental experiment, it reports.
