Abstract(in English) This paper discusses how to establish an efficient dynamic spectrum access(DSA) system in ISM bands. First, an unfairness problem among multiple wireless networks operated with a high traffic-load in the same frequency band is presented. Next, it is shown that "multi-layer sensing" is necessary to judge the current channel state, and to estimate some higher-layer information about other wireless systems such as amount and occurrence pattern of the traffic, and the required QoS (quality of service.) Cross-layer control utilizing the collected information realizes efficient and appropriate channel access of the DSA system. In addition, it is also described a problem of network flow control when a network path includes a DSA wireless link.
