Abstract(in English) Telecommunication between people continues evolving. People are part of nature and observing the natural world for survive. We have to get the information by a sensor from nature world. The existing transmission means was diversion of the communication system for people. Our work was development of the disaster prevention measurement. We noticed that we lacked the Telecommunications Act of the natural partner. Afterwards we succeeded from project of the development for ten years.
