Abstract(in English) There is a high hope that the use of ICT will dramatically reduce energy consumption. However, widespread use of ICT equipments is expected to increase the power consumed by ICT rapidly and it is recognized that the energy consumption of IT equipments themselves should be one of key issues. This paper first identifies that end systems, the communication network and the power network should collaborate with each other to reduce not only the total power consumption by the entire ICT systems but also power generation for ICT equipments, and proposes the basic policies for the collaboration. It is proposed to estimate the energy consumption at end systems by measuring and analyzing packets transferred over the network, in order to reduce the processing load for information exchanges required for the collaboration among end systems and the network. Then, this paper proposes a way to expand the scope of the proxy responses and processing as a measure to reduce the energy consumption by end systems and a new wireless LAN access method that maximizes the length of time during which communication is possible, based on the level of power remaining in mobile terminals.
