Abstract(in English) A cellular phone in Japan is one of the most familiar mobile devices. Many applications are proposed because the functions of the cellular phone are advanced. In particular, since the handy size cellular phone can connect internet anywhere and anytime, it is suitable for language learning. However, general cellular phones cannot support foreign languages excepting for English. Though Korean learners have increased rapidly in Japan, an educational application for Korean learners cannot be proposed. In this paper, we develop a function of Korean input/output system. In addition, we propose a LMS (Learning Management System) for Korean learners using the function of Korean input/output system.
