Abstract(in English) We are developing an efficient lossless re-encoding scheme for video data which are already encoded by the MPEG-1 video coding standard. In this scheme, intra prediction which exploits spatial correlations of video signals and adaptive arithmetic coding are used for further compression of DCT coefficients extracted from the original MPEG-1 bitstream. With respect to temporal correlations, motion compensated prediction using motion vectors with half-pel accuracy is employed in the MPEG-1. It is expected that performance of the prediction could be improved by using more accurate motion vectors. In this paper, therefore, we introduce a quarter-pel motion compensation technique into non-intra coded blocks. Simulation results indicate that the proposed method can provide bit-rate savings of up to 6% for tested sequences.
