Abstract(in English) In a best effort network, available bandwidth always changes. It is impossible to choice an appropriate transmission rate in case of real time video transmission over such network. We have already developed the video transmission system that controls the video encoding rate as well as way of re-transmission and error correction according to network congestion. In this paper, we introduce a new transmission device that has wide rate control range and more effective video coding method and the evaluation of performance of the device.
