Abstract(in English) The purpose of our research is to investigate and clarify the microwave response from snow and ice on road surface and to develop the measurement methods in order to apply the results to development of microwave sensor for road-surface condition monitoring of winter road maintenance operation. This report presents a microwave measurement method of complex dielectric constants of layered dielectric media by free space method and shows some results of snow and ice observations which the method is applied.
