Abstract(in English) Because of the wide spread of Internet usage, it becomes more important to authenticate public servers such as Web servers. Current Web system relies on PKI framework to authenticate the servers, and the server certificate installed in each server provides such authenticity. We, National Institute of Informatics (NII), are promoting UPKI Open-Domain Certificate Project, which issues server certificates to Web servers in universities in Japan. We must be careful about scalability of issuance system. Through transition from one certification authority (CA) to another in last year, various problems arose. This paper describes the transition-related problems and solution.
