Anonymity as Privacy in Public Space : Is ethical surveillance possible?

Abstract(in English) The cost of sensors and that of access to the broad-band network have decreased rapidly because of the progress and the spread of ICT, and our society has pervaded with various surveillance and monitoring systems for security, which might threaten our privacy and autonomy. We define anonymity as privacy in public space by following Nissenbaum's analysis, and explore whether we can design and develop an ethical surveillance system which keep us anonymous under constant surveillance and monitoring. If we could isolate the surveillance process (sensing or detecting, data recording, and data destruction) from all social interactions or can make people's images and data anonymous completely, we would be able to realize a surveillance system without ethical concerns. We have to resolve the "endless regression of surveillance" problem to construct such a system, and also build a reliable management system to prevent all process through design, manufacture, and operation of the system from unjust tampering.
