A Study of Reliability Measure for Telecommunications Services

Abstract(in English) Unavailability, which is obtained by multiplying failure frequency (the mean number of outages per a unit time) & MTTR (the mean time from the occurrence of outage to the repair), is the most popular reliability measure. However, there has been almost no study to verify the appropriateness of it for practical usage. Only existing study, which recently appeared, shows test results of analysis for the relationship between an important business index 'market share' & outages occurrences. It indicates the possibility of the market share not be affected by unavailability, which leads us to the new study to improve the reliability measure. Now, this paper first shows a practical approach for the solution of this. As the first step, I formulate the problem as finding the function expressing how the increase of the social loss, which is equivalent to the degradation of the customer satisfaction, is caused by the increases of failure frequency & MTTR. As the second step, I give some hypotheses that the function shall satisfy. Finally, I show an example of function that satisfies the hypotheses.
