Abstract(in English) Recent developments on network and virtualization technology enable to provide a more flexible and reliable service by multi-tier server systems. In this report, we propose resource allocation control by introducing a distributed arbiter for each tier which dynamically adjusts a resource demand from a client. We also derive a sufficient condition to achieve a fair QoS (Quality of Service) level under a resource constraint in each tier.
