Abstract(in English) TV programs and disasters could cause an enormous amount of access requests which can concentrate in a short period of time. In such a case, the server could be overloaded. To solve this problem, we proposed an access control method that temporarily suspends the users' requests. The proposed method utilizes the broadcasting channel to control the vast number of user access, and the simultaneous connections at the server. In our previous study, we showed that by using estimated service-time distribution, the proposed method can stabilize the fluctuation of the number of server's simultaneous connections. In this paper, we demonstrate that the proposed method can converge the fluctuation of simultaneous connections to a desirable value if and only the mean of the service-time is known.
