A Telecommunications Network Planning Method Based on Probabilistic Risk Analysis

Abstract(in English) Telecommunications networks have become an important social infrastructure, and their robustness is considered to be a matter of social significance. In the event of a natural disaster or a popular social event, the telecommunications network can experience extraordinarily high traffic loads, which induce major multiple failures over the whole network at a predictable probability. This paper proposes a telecommunications network planning method based on probabilistic risk analysis. In this method, risk criterion reflecting the degree of risk due to extraordinary traffic loads is predefined and calculated using probabilistic risk analysis. Following this, network planning is executed to minimize the calculated risk criterion. The planning procedure is explained in detail using a practical mobile telephone network in terms of the extraordinary traffic flows resulting from earthquakes. As an application example of the proposed method, capacity dimensioning for the local exchange systems is executed to reduce the risk criterion most effectively. Moreover, the optimum traffic rerouting policy that minimizes the calculated risk criterion can be ascertained.
