Abstract(in English)	Recently, especially in urban area, there happens that the relationship among citizen changed very weak. Accordingly, the voice to ask the re-vitalization of the regional community has been louder. In such circumstances, Yokohama-shi has been seeking the more developed city by the citizen power, with the slogan of "The City by the power and creativity of the citizen, toward new Yokohama Style". For the acceleration of the potential energy of the citizen, the power of information and communication is very important. Based on this concept, this paper discuses the ICT infrastructure for the smooth exchange and circulation of the regional information.
