Abstract(in English)	Outsourcing is prevalent among System Development Activities. According to relevant Statistic source, outsourcing is not always successful in the viewpoint of cost-performance, despite outsourcing merit emphasized. That is because decision-making process to select outsourcing company is not established. In this paper, we adapt the framework of CMMI and traditional decision-making process like Kepner-Tregoe Method as basis, and try to establish reliable decision-making process by match-up AHP method and Even-Swap method. And with concept of liner programming, we propose a method proper value of evaluation is conjectured.
