| 抄録(和) | 労働安全衛生政策において、「中小建設業者」のリスク低減対策の推進は喫緊の課題に位置づけられているものの、単品受注生産で日々作業内容が変わり、多種多様な専門工事業者が混在する建設現場において、中小建設業者自らが事業場の危険性・有害性を特定することは困難が予想され、中小建設業者のリスクマネジメント推進方策を検討する必要がある。本稿は、中小建設業者の労働災害の更なる減少を目指し、中小建設業者が主会員で、会員数2.4万業者を有する(社)全国建設業協会と連携を図り、(社)全国建設業協会を実施主体とした、第11次労働災害防止計画の目標達成への貢献等を目的に策定した中小建設業者のリスクマネジメント推進アクションプログラムの概要を紹介する。 |
| 抄録(英) | Construction industry is one of major industries in Japan and its product maintains approximately 10 percent of Gross Domestic Product. However, statistic shows comparatively larger number of labor accidents happened in construction industry and therefore the Ministry of Health, Labor and Welfare compiled Tenth Industrial Injury Prevention Program for the fiscal year 2003 to 2007 and requests that construction industry has to decrease labor accidents. The program emphasizes importance of improvement of occupational safety and health management in small and medium enterprises. Because majority of companies in construction industry is small and medium size, preventive actions to labor accidents in those construction companies are urgently required. Key measures in the program include to encourage own safety actions on site to small and medium construction companies. In this research we make out Action-Program for the small and medium enterprise in order to reduce labor accident further more. |
