Development of Action-Program to Promote Risk Management at Small and Medium Enterprise's Construction Site

Abstract(in English) Construction industry is one of major industries in Japan and its product maintains approximately 10 percent of Gross Domestic Product. However, statistic shows comparatively larger number of labor accidents happened in construction industry and therefore the Ministry of Health, Labor and Welfare compiled Tenth Industrial Injury Prevention Program for the fiscal year 2003 to 2007 and requests that construction industry has to decrease labor accidents. The program emphasizes importance of improvement of occupational safety and health management in small and medium enterprises. Because majority of companies in construction industry is small and medium size, preventive actions to labor accidents in those construction companies are urgently required. Key measures in the program include to encourage own safety actions on site to small and medium construction companies. In this research we make out Action-Program for the small and medium enterprise in order to reduce labor accident further more.
