Abstract(in English) On July, 2011, analogue terrestrial TV broadcasting service will be finished and taken over by digital TV service. As an effect of digital TV, surplus bandwidth of 130MHz will be newly used for new services. One of the new services is broadband wireless communication system that will use 35MHz band in the VHF band between 170MHz and 205MHz. In the VHF wireless communication system, multiple public organizations such as fire departments, police agencies, and local public authorities share the common frequency and time recourse, that is, so to speak, a kind of dynamic spectrum access. This paper describes the overview, feature, fundamental system configuration, requirement and basic parameters for wireless access system, envisaged channel plan, basic link budget with regard to the VHF band broadband wireless communication system.
