Abstract(in English) This paper investigates the link adaptation method for Layer-1 (L1)/Layer-2 (L2) control signaling to send the scheduling, link adaptation, and hybrid automatic repeat request (ARQ) related information for the Evolved UTRA downlink. The transmission power per information bits for L1/L2 control signal is controlled by the adaptive coding rate including symbol repetition with transmission power control (TPC) to assure the required block error rate (BLER) for all user equipments (UEs) within a cell. This paper proposes to adjust the selection threshold for adaptive coding rate and the target value for TPC by outer loop control. Simulation results show that by applying the adaptive coding rate with TPC, the occupied radio resources for L1/L2 control signals are reduced by 20-80% at the average received signal-to-noise power ratio (SNR) of 0-5dB compared to that of adaptive coding rate without TPC.
