Abstract(in English) Real-time multimedia applications in the FMC/NGN need to consider the conditions of different access networks, which have different IP packet transmission characteristics, for high quality services. With regard to the requirements for management of performance measurement of FMC/NGN, MPM (Management of Performance Measurement for NGN) is being standardized as an ITU-T Recommendation. Although the MPM is a promising architecture for operation of a solid NGN network, the cost and the overhead to communicate with RACF (Resource and Admission Control Functions) is too great to ignore and an overload in centralized RACF is predicted in the event of congestion caused by a disaster. To avoid this problem, we propose an admission control device installed on local access networks.
