Fast Zapping WebTV Architecture Using Scalable Video Coding

Abstract(in English) At an Web-based video delivering/sharing service (WebTV), user experience is dependent on a quick response rather than image quality of video. This paper presents a video delivering system with a low-latency caching technique using scalable video coding. The main point of the system is to enable users to browse large numbers of videos at a glance. To do that, the terminal caches the head parts of the low layer video streams. When a user selects one video, the high quality video can be presented instantly by compounding the browsed low layer stream and the prefetch high layer stream.
