Public Policy for the transition to the Digital Terrestrial Broadcasting

Abstract(in English) Japanese government is undergoing the transition to the Digital Terrestrial Broadcasting (DTB), but it isn't enough and the progress needs the public policy to support transition. There would be two policies available, one is the postponement of transition, another is the financial support. Considering disincentive for the transition, like the geographical factor, the economic factor, and the physical factor, the supporting target of could be limited. This study evaluates the three support policies, those two policies, and the combine of both. The main contribution of this study is to clarify the necessity of support policy in order that the transition will be successfully progressed.
