A Study on Fairness Evaluation Method and Utilization Function for User-centric Radio Resource Usage

Abstract(in English) This paper introduces a brief survey of conventional fairness evaluation methods and shows that these methods are not applicable to user-centric radio resource utilization schemes without modifications. In user-centric radio resource utilization schemes for cognitive radio networks, each user utilizes radio resource according to user's preferences, therefore fairness evaluation and resource utilization should not be defined based on a single type of resource or service. This paper then proposes a definition of user satisfaction index of a user based on his/her preferences and perceived fairness. This paper also shows usage examples of the proposed user satisfaction index, which can be used as an utility function, or can be used as a trigger for user's actions on resource utilization.
