Abstract(in English) The level of network reliability has to be achieved not only in the network-design phase but also in the network-operation phase because the period from the design to the deployment tends to shorten in IP networks. It is important that the level of network reliability is understood by analyzing the network failure data and the corrective action is selected by using these results. Therefore, in this paper, a method to analyze and evaluate the network unavailability is proposed. The model to analyze the time trend of the level of network reliability, the procedure to evaluate the network unavailability and the procedure for setting baselines is studied. Additionally, the the model to estimate the cumulative probability distribution for setting the baselines is validated. Moreover, it is considered that this method is an efficient tool for keeping the level of reliability in the network-operation phase and the level of network reliability is managed constantly by using this method.
