A Telephone Interview Survey to Estimate the Usage Rate of ICT among People with Visual Impairments

Abstract(in English) In making an ICT usage rate survey, utilizing mailing lists and facilities for visually impaired persons inevitably leads to biased sampling. In order to make less biased sampling, accordingly, we decided to make calls to as much visually impaired persons as we can in a certain city. Specifically, we invited the cooperation of the Welfare Association for the Visually Impaired in that city and gained a permission to interview with its members via telephone. Responses from 23 members showed following tendencies. (1) Persons with disability grade 1 (most severe) are using ICT more actively than persons with grades 2 through 4 (less severe). (2) Braille users are using ICT more actively than non-braille users.
