Abstract(in English) A user-friendly information presentation system has been developed that enables visually impaired people to enjoy access to data broadcast and Internet content. The goals of this work were to develop a scheme for converting broadcast and communications content to a format readily accessible by the visually impaired, and to develop a scheme offering a range of output options that the user can freely choose from among to reflect the type and degree of disability. The report begins with a description of the system's configuration. Then we evaluate the system objectively by comparing the time it takes to search for actual data and Web content using the proposed tactile navigation versus conventional audio navigation, and subjectively based on user assessments of operability, effectiveness, content comprehension. The findings indicate that the tactile navigation approach has discernable learning-effect and content-comprehension-effect advantages.
