A Study of Reliability Measures for Telecommunication Services

Abstract(in English) Unavailability is very popular reliability measure to be used in designing telecommunications networks for realizing high reliability of their services. However, the appropriateness of this measure has never been sufficiently verified and some researchers emphasize that failure frequency (the mean number of failures in specified period) is also important for reliability design. It is true that both measures are important but having two different measures cause the problem of how to design telecommunications networks when evaluation results by them contradict each other; for example the case of being reliable by unavailability aspect but unreliable by failure frequency aspect. To solve this problem, now, we propose an approach to determine the single measure from the viewpoint that it should be useful for avoiding the downturn of 'market share' of company. We give a simple statistic data analysis procedure to determine it and demonstrate some test results.
