Ethical Considerations in the Social Acceptance of Introducing Power Line Communication

Abstract(in English) The Power Line Communication (PLC) is not welcomed by all the people concerned. Because the influence of leaked electric field by PLC seems so serious on some radio users, like hams and radio astronomers. I focus on the similarity between the problems of electromagnetic environment and the general environmental problems, and I apply the 'theory of environmental justice', which is now considered almost indispensable issues, to the PLC problems. And I clarify how injustice the present PLC situation is, and in what direction we should proceed from now on.
