Abstract(in English) In Japan, the allocation of Spectrum has been made to the 3G mobile use several times till now. In the past allocation case, the fact that the number of operators being allocated and the number of the candidates matched, could tell us about the coordination effort, as one of the major reasons, by Ministry of Internal Affairs and Communications (ex. Ministry of Post and Telecommunications) before the each allocation made. It is very different from the North America and European countries, where the auction method is employed in allocating the Spectrum to the operators. In this paper, first I evaluate frequency assignment for 3G Mobile Communication at 1.7GHz and 2GHz band. Then I will analyze spectrum allocation environment and competition method in new entry of Japanese 2.5GHz Wireless Broadband Access market. Next, I evaluate the process and results compare with other countries mobile broadband access licensing.
