Abstract(in English) In the design of a public communication network, it is general to make a constant quality filled when a constant value in which the traffic change is considered beforehand is set as a standard of the traffic and the traffic joins. Moreover, the quality depends on the change for the traffic for a short time. Therefore, we should forecast measuring the traffic in detail can observe the change for a short time to request the maximum traffic that satisfies the quality for the distribution of the traffic in the future. However, we should put large equipment and the cost on the accumulation of data necessary to provide execution and the distribution of a detailed traffic measurement. Then, we report on the result of evaluating the possibility and accuracy, etc. by proposing the technique for presuming the distribution of the change for a short time of every the second from the measurement data of about 15 minutes at the cycle that can be executed, and using open to the public traffic data.
