Abstract(in English) This report addresses on certain issues for generating and transmitting Japanese sign language (JSL) emergency message such as earthquake information. We first discuss the function of the emergency message system and introduce a certain model for the system. We then use the concept of universal design as a basic idea in generating JSL messages as well as Japanese ones. We also show certain differences in characteristics of languages that do and do not have written modality. We finally point out the issues that we should take into account in generating JSL messages for the systems and services together with other social issues.
