Abstract(in English) Call admission control (CAC) for voice over Internet protocol (VoIP) requires monitoring all of the link loads between any pair of source and destination terminals in any call arrival interval because a control area cannot be divided due to dynamic routing and a VoIP network cannot assign the bandwidth to a call such as link-by-link basis in the public switched telephone network (PSTN). The central control seems suitable to meet the requirements. However, it is not suitable for a large network because it is not scalable. To guarantee quality of service (QoS) for VoIP in a large network economically, autonomous distibuted CAC is necessary. This paper proposes autonomous distributed CAC by using systemetic sampling. We use the last n-digits of a phone number as sample selection. We propose an estimation of simultaneous connections that is necessary for the proposed CAC and evaluates the accuracy of the estimation. The evaluation shows that the proposed CAC is practical.
