Abstract(in English) When a large scale disaster occurs, people want to check on their families and friends. So, the traffic demand on mobile cellular systems increases suddenly and drastically in the stricken area. Moreover, in some base stations, their functions are stopped by transmission cable cutting or long time power failure. The authors showed the blocking probability in the area concentrated base stations in which their functions are stopped becomes very high through a simulation using an urban micro cellular system model [1], [2]. On the other hand, the author proposed the Emergency Multi-System Access (EMSA) in which mobile terminals are permitted access not only to their own systems but also to any other mobile systems during massive disasters in order to increase the number of the terminals which can access a mobile system and be used[3]. Therefore, in this paper, the EMSA performance as a countermeasure against high blocking probability in the area concentrated base stations without their functions is estimated through a computer simulation. The simulation model had two of the urban micro cell systems in the same service area. One included the base stations without their functions and the other did not. The simulation showed the number of terminals which can access a mobile system and be used increases considerably even in the center area of the concentrated base stations without their functions. This means the EMSA is effective in securing the mobile phone availability in the area concentrated base stations without their functions.
