Consideration on Bitrate and Buffer control for MOS-based Video Coding

Abstract(in English) To obtain the highest possible video quality in a video transmission over a bandlimited network, the authors have proposed a coding technique which maximizes the estimated spatio-temporal MOS by adaptively controling the number of frames per second and the average amount of bits for a single frame under a constant bit rate. The technique has the advantage that it can give an estimation of the MOS for each scene of a target video. This paper has tried to evaluate the variations of the MOS by encoding several video sequences with a length of a few minutes by the proposed technique, and calculated the ratio of the scenes having very low MOSs. The ratio has been proved to be several percents in general. Then, we have tried to improve the video quality for such scenes, or to equalize the video quality in an entire sequence by introducing a sort of buffer control with frame prescanning. It is shown that the lowest video quality in a sequence can be improved by increasing the number of prescanning frames under the condition that the total amount of bits is kept constant.
