Abstract(in English) | This report addresses designing emergency information transmission services that are necessary for avoiding and decreasing damages in disasters. We first show certain social issues in the present situation. The function of emergency messages sent to target citizens is described as a relation between a sender and receivers of the messages. Based on the function described above, we introduce a model of emergency information systems, and discuss factors to be considered in designing an effective systems and services. We also consider these issues from both technological and social points of view, and show some design approaches. |
