| Abstract(in English) | In Japan, PON systems are deployed nation wide by NTT and regulated to be unbundled to promote the competition. However, the competition is not promoted, because the cost for each subscriber is greatly different between competitors. In this paper, we describe how the PON system obstructs the service competition. We also propose methods to realize the fair competition with PON. |
