Decentralized Resource Allocation with Inter-user and Inter-system Fairness for Cognitive Radio

Abstract(in English) Scarcity of radio spectrum is becoming serious problem in accordance with rapid growth of mobile/wireless markets. In order to overcome this problem, cognitive radio is a promising technology to realize flexible and dynamic spectrum allocation which can improve spectrum availability. In this paper, we propose a policy rule on the spectrum sharing in a distributed manner for users to realize multi-level fairness, that is inter-enduser fairness and inter-system fairness, assuming that several network operators manage different numbers of endusers in the same spectrum. Also we propose another policy rule for total throughput maximization within the shared spectrum. These policy rules are implemented as an adaptive transmit probability control algorithm and evaluated by computer simulations to show the effectiveness of proposals in the fairness and total throughput point of view.
